Abstract

This study explores the challenges associated with implementing e-governance in rural local self-governance structures within emerging economies for instance India, Kenya, Brazil, Indonesia and South Africa. E-governance has the potential to enhance transparency, efficiency, and citizen participation in rural governance. However, its adoption in rural areas faces significant obstacles. This paper focuses on understanding these challenges through a detailed case study approach, analyzing specific rural local governments in selected emerging economies. The research identifies key barriers to the successful implementation of e-governance, including technological limitations such as inadequate infrastructure and poor internet access, socio-economic issues like low levels of digital literacy and economic constraints, and political challenges such as resistance to change and weak institutional frameworks. The findings highlight the complexity of these challenges and the need for tailored strategies to address them. The study contributes to the broader literature on rural governance and e-governance by providing insights into the specific conditions of emerging economies. It suggests that overcoming these challenges requires a combination of policy interventions, capacity-building initiatives, and the development of infrastructure tailored to the needs of rural populations. The paper concludes by offering recommendations for policymakers and practitioners aiming to enhance the effectiveness of e-governance in rural local self-governance.
